Currently, I'm trying to add Sea Cities and Sea Tile Improvements and Sea Workers to Civ3. My main question is: are they possible? Also, can a unit travel in both land and sea environments? Thank you in advance for your help.

I have done this, but with limited success.
Yes it can be done. I added two units. The Sea settler and the Sea worker. I used the graphics for the submarine and destroyer respectively. Roads, Rails and Cities appeared on the screen. However, there were some problems.
Land units could not use the roads in the coast/sea/ocean. Navel units did not benefit from them either.
Sea Cities were able to produce anything that a Land city could. Not a problem until you try to defend a Sea City with Land units. The land units in a sea city act as if they were being transported. I had a sea city defended by 12 Mech Inf. A single Frigate attacked (actually attacked, not bombard). All units I had in the city were destroyed and the city was lost (I don't remember if it was destroyed or captured). To counter this, I added some Sea Infantry (the same as regular Infantry, including the graphic, but made it a navel unit as opposed to a land unit).
The biggest problem comes in the fact that you can't get the AI to understand the concept. It will never build Sea Settlers, Workers or Infantry.Founder of The Glory of War, CHAMPIONS OF APOLYTON!!!

If you want a futuristic scenario, I'd suggest playing Alpha Centauri...it's actually not a scenario, but a great game by Sid himself (well...actually Bian Reynolds, before he left Firaxis). It has sea cities and workers, and a better sea/city combat (you CAN use land units to defend).I AM.CHRISTIAN
