Question (Stupid): Terrain Improvement

OK, I've been playing this game for 2 years now, on and off, and haven't actually gotten a definite answer by learning...

So, what is the best way to improve grassland/plain/desert, mine or farm?

Under despotism, mine grassland, and irrigate plains and desert (especially if agricultural). You can MM the improvements, and I try to keep an excess of two food for growth.
