Culture Halving

I have just completed a Civ3 Vanilla Cultural Victory on Monarch level, tiny map, 4 civs.
I'm not sure whether culture is halved due to war or due to Mobilization. When was this feature implemented? I don't remember reading about this in the manual or patch files.

IIRC culture from temples and such stops during mobilization.

I'm almost positive that the manual (at least from the original Civ 3 release) indicated that war cut culture in half, but it is really mobilization that does it. Presumably, that has been around from the beginning.

Mobilization cut's your culture-generation in half.

Anarchy also affect culture, don't know what the rate is but I always observe large drops on the powergracp after an extended period of anarchy.

Actually the manual is not entirely clear on the subject


ON page 114 of the Civilization II instruction manual states:

During, wartime footing, cultural improvemnts produce half the number normally produced per turn.

Taken in this context its ambigious as to wether it means during mobilization, or when simply at war.

It is clear however that the actual occurance of the culture halving occurs during mobilization.

During Anarchy, culture does not accumulate.

Well, yeah, MB, but we all know culture's screwy in Civ II, what about for Civ III?

I can see the ambiguity, but venture that they thought "footing" to be the operative word.

I mean CIvilization III, of course.

War Footing does not necessarily mean mobilized for war hence the confusion.

I agree with you on the ambiguity. All I'm saying is when the manual was written, I'm betting that was thought to be the key part, and probably thought to be fairly clear at that.
