short of micromanaging your citizens, isn't there a way to get the governor to use the new C3C specialists?
as it is now, I have to reset the specialists to police and engineers in many cities whenever theres a pop change or culture change. it can really get tedious! so what I often end up doing with cities that I don't want to be bothered with, is just set the citizens so theres barely no food production.. wich is really counter productive to the score, and could even delay the domination victory in some cases
anyone have a better way to deal with this?
