War Elephants do upgrade to Cavalry in Beta 1.15 but in the brave new world of resource scarcity I haven't had a chance to build horsemen yet to verify that they upgrade in 1.15. Alexman is usually right though so I'm going to give it a shot when I get the chance. Even without horse based pre-builds the War Elephant is a pretty attractive UU these days.
