Various worker speed/strength MOD

I have PTW 1.29 and want to make my engineers to work twice as fast as regular workers, at the same time (that is change of government or "double the worker speed" tech would not do, because it will increase the speed for all worker types). Can anybody help how to do it?
I guess that you might do it in Conquests by changing the worker strenght in editor, but how do I covert it back to PTW.
Can anybody think of some trick.

It can't be done in PTW, you don't have way of adjusting the speed other than with your government type.
