Does Philosophy give a free advance to the Civ that researches it first in Civ3, PTW and C3C?

Yep, just thinking of Civ2.

In vanilla Civ3 and in PTW, Philo is merely a prereq for researching Republic and getting to the middle ages.

The tech only comes in C3C. Maybe you were trying to get to Republic.
