There is sometimes in the white star next your capital city's name a golden little star, and sometimes tehre is not. I would like to know what this little golden star means, Republic? I don't know, if someone can help me...

On your capital, a white star means you haven't discovered the tech to create embassies (writing); a gold star means you have.
On other civ's capitols, a white star means you don't have an embassy with them; a gold star means you do. -
