Irrigate to Nearest City

can somebody explain to me (please ) why this button disapears when you want a settler to do this and appears when you dont want a settler to do it?

is this a bug?

is this a gameplay feature?

or am i a bit dim?

Never even notice the button to tell you the truth. Settlers can irrigate? Why would you want them to do that? The longer they are delayed the less their value. I want them to get to the site and found city.

Did you mean worker?

Never used it but I assume it only appears when the worker is adjacent to a source of fresh water.
