Democracy is bad because of war weariness. Republic you can war a bit in and keep the tech rate up, but a long term offensive war is tricky. Pre C3C communism sucked period, and Monarchy was the warmonger's govt of choice. Communism has been buffed a little now, and Fascism added. What with the game changing weekly at the moment I haven't enough experience on the buff or Fascism to comment.
The greatest delight for man is to inflict defeat on his enemies, to drive them before him, to see those dear to them with their faces bathed in tears, to bestride their horses, to crush in his arms their daughters and wives.
The forms of government have not been tested all that much in C3C in late game.
You would need to define what is late game for one thing. You would need to know what the war plan was. Is it just to whack a civ for a few cities, eliminate them, where are they, how strong and on and on.
A 10 turn war won't hurt in any form, if you do not get into another war soon. Going to be in war for the next 50 turns? Do you have 3 luxs, 5, how many?
IOW too many variables to just jump out with a one size fits all.
You forgot to mention difficulty level, that does effect preferred govt.
For high tech rate and warfare your only real choices are Republic or Monarchy. Republic takes more warfare management. Monarchy is a decent always at war and not religious civ option.
The other option is to use Republic/Demo to get key techs and then switch to Fascism about 10 turns before warfare.
Your key is to beat the AI. Used to be as soon as WW started spiking AI would switch to Communism. Now it switches to Fascism. No govt management and Fascism should be equal to AI. Republic will definitely beat Fascism. Haven't tested vs Monarchy but suspect it is closer to Fascism with slight production advantage.
I switched to communism - I have a large civ - really 2 because it includes a conquered one. I found the corruption was killing me in the conquered civ. This is going to be a long war.

You don't mention map size - which largely determines how much territory you are trying to take and how long a war will last (and how many AI's you might be at war with).
I haven't had any real problems using democracy on a standard size map but I suspect it becomes less feasible on larger maps.
You also need to accept that after a certain size you are just going to have hopelessly corrupt cities on the periphery of your empire. They aren't going to be able to build units but you can get a worthwhile contribution out of them using specialists - taxmen, scientists and civil engineers. So irrigate rather than mine their tiles.
In vanilla Civ3 the critical thing when warring in democracy seems to be to avoid setbacks. War weariness plain and simple is not - or has not been for me - impossible to live with.
But lose a city and happiness seems to take an immediate dive. And if you fail to take any enemy cities for a while that seems to drive happiness down too.
Can't speak for later versions.
A diplomatic point that I am currently learning to benefit from is that your standing with any civ with whom you are allied in war goes up as you kill off enemy units.
Which means you can quite quickly get to "gracious".
So if it suits you at all to have your most technologically advanced competitor as an ally in your war you may be able to give your research a boost through improved conditions for tech trading.

Just understand that those boost are only temporary and will go away after the alliance ends.
If you've got enough lux then Republic can still be fantastic. If you have made it to Democracy then fine, but I rarely will expend the effort getting to Demo, let alone all the anarchy switching to it!
