    Given that your Civ is for example "scientific" and can therefore build libraries more cheaply, can that Civ build scientific wonder more cheaply ?

    When your Civ has discovered a new advance does the surplus gold for science carry over to the next research project or not ?

    No and no.

    Great Wonders cost the same for everyone.

    You need to turn the science slider down for the last turn or two before you discover a tech so that you still get it in the same number of turns but spend less gold. If there is still some "surplus" it is lost.
    Never give an AI an even break.

      Yes, fiddling with your science rate is a good idea. Don't just set it at a certain level and forget about it. You're wasting a lot of gold that way.
