Am I the only one with this problem? Rise of Rome-Monarch-Forbidden Palace does not work? (In Byzantium, Imperialism, as Rome).

Not sure what you're asking. Are you saying that you can not build the FP, or that it is not having any effect on your game?
If it's the former, I have no idea why this is happening. If the latter, you should be aware that there is a bug in the 1.00 release of C3C which causes your corruption to increase upon building the FP.
To fix this, download the 1.12 patch from the civ3 site. This should fix the problem, although it may take a turn or two for the game to recalculate corruption.
Be advised, though, that there is still a problem with the FP (which Firaxis is aware of), so it will not be as effective as it is in PTW.They don't get no stranger.
