I always try to get the best out of my terrain, even if that means gaps btween cities. I prefer to place a city on an empty grassland to get that immediate extra shield, to try and get that whale when my city expands. Sometimes it's a tradeoff - do I get that wheat or place the city on the river for that extra food and commerce? Do I move one more tile so two cities can have cattle instead of just one?One OS to rule them all,
