How Do I Get 24 Civs In Play?

Got Civ3Conquest for xmas (from myself ), and I have heard rumors that, it is possible to get 24civs in play simultaniously (on a small map). how does this happen?

24civs on small map would result in very intence civ experience, and I'm looking just that.

and about those rumours: I haven't just heard, I have seen. in a store. (and no, it is not possible to go back there and ask. )

I have not tried it, but I would guess you need to use custom rules.

Go into the editor, select Custom Rules then go to the World Sizes screen. You can set the number of civs there. You should save it after as a separate scenario, not just overwrite the default .biq file.
