    Army Corps of Engineers? I actually modded that into Infantry a long time ago (well before PTW).

      Because without any Worker/Engineer Actions checked, it has no effect. No one set it back to zero (just as no one set stealth fighter attack strength back to zero).

      It is rather cool though, that you can give worker ability percentages.

        It makes not sense that 'soldiers' can't make roads or clear land (forrest, jungle, etc.). Historically, most of the 'improvments' were made by the military--look at the Roman Legions, etc.

        I've (also since before PTW) added the ability for any unit that has 'blades' to be able to clear and all units to be able to build Fortresses.

        Of course, I don't think the AI ever used military units to do anything other than attack/defend, so it's probably not a 'fair' mod.

          Roman Legions are well known as having been trained as engineers, particularly regarding building roads (military highways). After Rome (dark ages, an onward) it was not so as much.

          Personally, I gave (for the epic) Roman Legions 100% worker capacity for building roads and forts. I would think that subsequent foot units might have 25-50% worker capacity; otherwise use your workers.

              I have never even noticed an AI build an fortress much less 'use' one?! So who cares which unit builds them? I do however notice the AI going on around them alot, must be the licorice root those old legions used to eat.

                Yes, with a Worker Capacity of greater-than-zero, whatever worker jobs you check on the right, they can do. At that proportional speed.

                With PTW, AI workers would only function if they had all worker jobs/actions checked. E.g., an AI Roman Legionare would not actually build roads if that was checked and not all of the others were also.

                  well the Rise of Rome scenario has legionaire units that can build roads/forts. I've only played as Rome, so I'm not sure if the AI actually uses them to build roads.
