    so what, exactly, is needed to raise my spy's experience level?

    my spy appears stuck at regular experience. i've planted spies in all four other civs, stolen tech, stolen world maps, even finally bought a city... but still i'm stuck at regular experience. what gives?

    other than the new interface, has conquests changed anything wrt espionage?
    it's just my opinion. can you dig it?

      is government chagne the only thing increases this level ?? havent seemed able to get much change in my attempts to get more experience. Never been succesful with propogasnda ever...
