harbors in conquest

What is the new cost for harbor in conquest?

for militaristic civ?

for seafaring civ?

for Vikings? (1/4 shield for harbors would be too great)

I think that harbors usually take me 15 turns with a poor city early with Vikings

For a Seafaring Civ it's 30 shields IIRC.

60 shields normally
30 shields if seafaring and/or militaristic.

So Vikings don't get a double discount.

On the other hand (and off topic ), the English get a double bonus in the center tile for being seafaring/commercial.
