You "Load" units onto an Army like you would a naval transport. However, you cannot remove them afterward.

So, simply place a couple of military units on the same tile as your Army, and you'll see the Load button appear. Add the number and type of units that you like.

Think of the empty Army (the one you're currently seeing) as a "General" who is waiting for troops to command.

Is there only certain units that will go onto it because the chariots will not go onto it?

No, you should be able to put any military unit into your Army.

By the way, an Army has a base capacity of three units. Maybe that's the problem you're running into.

So just remember 3 units in an army. Otherwise as Dominae said you can put what ever units you want in an army however only ones with attack and defense.

I have not looked at any of the scenarios, but you may be precluded from making armies in it or some other requirement is added. I don;t knwo if they can do that sort of thing, but I know they have lots of special condiions in some of them.

You can only load 3 units in an army (4 after you build the Pentagon small wonder). Be careful what you load into it, because you can't unload it later!

You can't load artillery-type units in armies (catapults, trebuchets, cannons).

You also can't create naval or air armies. Only land-based armies.

Are you sure the army is "empty" ? Maybe you already loaded it to its max. capacity.

Do you have units on the same tile with the army, inside a city? Do they have movement points? If so, select a unit and click on the "LOAD" button or press L. The unit will load into the army. Repeat two more times with the other units. Now select your army and move it. You will see one general and 3 units moving together and the army will have ~ 12 hitpoints (more or less, depending on whether you fill it with regular, veteran or elit units). The attack and defence values of the units don't add up. Just the hitpoints.

(You will receive though an attack bonus for each unit in the army, but that's only in Conquests.)

The only option I get is to Pillage. No other options for doing anything. There are no other units in the army.

You need to select other units in order to load them onto the Army. Put another military unit (a Spearmen are whatever) on the same tile as the Army. Make sure it still has movement points available. Then press the 'L' key. That should load it into the Army.

If this does not work, post a savegame.

I've never heard of any restrictions on Armies in the Mesopotamia scenario.

The Pillage command is not available inside cities. You are not in a city. Move your army and your units in a city and try again.

Not a really big deal, but I thought I'd mention it.
Yep I've been doing that forever. Kinda nice. The same thing can happen if you capture a city that makes your total # of cities divisible by 4, set your Mil. academy city's build orders to "Army", and you give the city away/it gets destroyed/you lose the city in some way.

Ok, it finally worked in the city. I don't know what was going on. I got the leader early in the game so maybe you have to discover something first, I don't know. But it works now.
