TOW Infantry Question

I have a question regarding the TOW Infantry units.

They have an attack value of 16.

Does that offensive value remain constant when the TOW infantry unit attacks a non-tank unit?

Does that value remain constant when they attack non-vehicle units?

The value is constant, but I believe they have 12 attack and 16 defense.

There was talk that they were trying to add unit specific attack modifiers, but it didn't happen. Hopefully this is a feature that can be made available in a patch, at least for the editor if not the main game.
