What I do instead of Alt-Tab is hit the Windows key to bring up the start menu and, in the process, the taskbar. Then I can select the task to switch to the same way I normally do. (I always run with taskbar auto-hide on, so I'm not sure whether that would work with it off.)
A couple more caveats: I'm running Win2K, so I can't guarantee it would work the same in other Windows versions. Also, I don't have Conquests yet; my experience so far is with the original Civ3 and PtW.
I've never heard of anyone successfully forcing Civ(or any kind) to run window. Yes you can force it to run in different resolutions, but it always goes to full screen at that resolution. But if you have detailed instructions on how you windowed Civ then please post them.
Only the following resolutions are supported with this command:
1024x768
1152x864
1280x1024
1600x1200
1792x1344
I used to do this ( handy for quick PBEM games), but changed back to Nathans'(nbarclay) way .
The windows works better on Civ3 then any other game I know
