You need to add the unit to the rules (mod/scenario or (unrecommended and totally unsupported by developers) the default rules)Creator of the Civ3MultiTool

Open the editor. Select custom rules from a menu (don't remember the exact layout)
Select Units from the dropdown list in the toolbar.
Click add and type in the Unit name. (Make sure that the Artfolder and Ini-file has the same name)
Give the units stats and an Civilopedia entry.
Edit the pediaicons.txt and civilopedia.txt and add entries for your civilopeidia entry

You need to edit units_32.pcx to get the icon to show up. My tool is in a thread in the Files forum. Civ3MultiTool.
Take a lok at the text files and check how the entries for a given unit look (take the scourt for example. (I'm at a computer without Civ3 finstalled right now, so I can't guide you mush better. use my tool. it's easier. but you still have to edit the PCX file with a graphic editing tool retaining the paletteorder.))Creator of the Civ3MultiTool

You need to edit the units_32.pcx file with a grapic editing tool that handles pcx files with retained pallettes and copy the icon into that file.Creator of the Civ3MultiTool
