That's it - Jeff from Atari said that so far, they were advertising for 7 civs. Since the game is due to be released in the fall, and all official statements haven't changed, we can assume that they won't.

hm... now that i think about it:
after military and cultural expansion, an idea for civ4 could also be commercial conversion... as soon as you have discovered capitalism (the corporation), you can buy stakes and recieve a percentage of their commerce. the buy-in-price gets more expensive the more commerce they have. but as they grow, you'll profit... eventually you can take over control of the city (when you posess more than e.g. 66% of all)
how does that sound?

That strangely reminds me of Call to Power. You couldn't get the city, but you sure took most of its riches when implementing a "daughter company" in. The idea sounded fun at first, but the cycle of sending capitalists, and let them countered by lawyers, rinse repeat, was boring in the end

Despite your , it sounds quite accurate to real life. Perhaps you couldn't take over a city with a 66% stake unless you were in a MPP with the target civ...
