Can't build spaceship parts

Well, game just ended before I could start building the SS parts...it retired me as winner, but I continued just to try and launch spaceship and test most advanced weapons...
Thing is that now I can't, all parts say no city can build it, and I have all resources needed, so...if anyone can help!

I don't think you can launch the spaceship in "sandbox" post-victory mode.
