PtW Editor - Placing Cities and Units

This question probably has a real simple answer that I've missed somehow [my poor old eyes ]

In the PtW Editor the buttons to select city and select unit [as you do w. terrain, resources, everlays etc] are always greyed out and unavailable .....

Anyone tell me where the obvious 'turn these features on you dummy' button is hidden ...... ?

You need to select an active player. (for instance by pressing space)
