Using the 'extras' folder

In the 'extras' folder within 'civ3ptw', there are about a half dozen directories with wut looks to be useful stuff. for example the 'World War II' directory with a bunch of extra units etc., are those to be used by the average user? Can I copy those files somewhere and use them? Or are they meant specifically as extra units in case a civ3 editor type person wants to use them for a mod theyre making?

It's just the art. You can use it when making new units to your mods. You'll have to make the settings yourself though.
