New unit bug: all tribes can build it.

For some reason, every tribe can build one unit that I've specifically designated as only to be built by one tribe. The unit requires the Bronze Working advancement. But once any tribe has that advancement, they can all build this unit! I even tried setting it so that NO tribe can build the unit and still everyone can build it. Any idea why this might be happening?

I have the feeling that I didn't do something in precisely, exactly the correct way. I wish there were some docs on how to add units. The editor is only a small part of the task.
