I guess this happens only if you are already researching that tech

NOpe. Iam using 1.29f and itappeared.

Actually, I got it many times before but paid no attention to it.

But this time getting an extra technology changed the game completely in my favour...

It might have been fexied ibn PTW as I've not seen is since I started with PTW...
