Basileus is a title, not a name, it means King, plain and simple. There were lots of Byzantine rulers calling themselves Basileus, like Konstantin, Andronikos, Isaakios (all of them with numbers I II III etc.) and others.You must unlearn what you have learn.
Version 0.08 of the Medieval European Mod is ready, it has more units, more techs a new map, and 31 Civilizations!.

610 - 642 was the reign of Herakleios.
By the way, I have to take back my remark. Searching for Byzantine emperors, I found that you are right and there was indeed an emperor Basileios II, ruling the empire 976 - 1025. So the word Basileios seems to be a name that later became a title, similar to Caesar or Augustus.
