I am able to open the file without any problem. It is only 1kb but I guess thats because its the defaults and nothing has changed. I resaved it so this is a new file. Let me try to rezip it and upload it again...

Did you copy your civ3mod.bic file, or create a new one with no rules changes?

If the latter, that would be the problem. It's empty.

I've also tried adding cruise missile carrying ships but shamely the A.I. of the game can't handle this. The routine of the AI cruise missile strategy means just moving them on ground and fire. No one AI player will ever load a cruise missile on their ships even on transports. Also they won't airlift any units set to cruise missile strategy.
