Non-zero-attack ship discussion

I wish to start a discussion about the impact of the non-zero attack value of Trireme and Caravel in connection with the representative government's military happiness malus. How much of an impact do you suppose it would have on the game if these ships had attack values of zero? Would it be for the better or the worse?
