.SPR editors for Civ ToT?

Ive noticed that some civ:tot mods seem to have custom SPR files, tho i havent been able to DL the big files to confirm it.

Im wondering is there an editor or tool out there somewhere for ToT, like FLICster for civ3? It would be nice to be able to make SPR files of maybe jsut one frame, jsut so that the team colours would show on the graphics...
