Space Flight

As I understood it, all you need do to build a space ship is to first build the Apollo Program wonder, and then have the technology pre-requisites to build the components: SFl, Pla, and Sup. Right? But when I start a new game, establish a city and then use the cheat mode to give me those things, I still can't build any components. The Apollo works as it should otherwise, the astronauts bring back pictures from space, but no space ship components. Is there some other technology which is required? Or anything else? This is not an idle question, I need to solve this for a ToT scenario.

You can only build SS parts in AD(unless it's a scenario)
