Quality Over Quantity Plan Announced
Jane's Defense Weekly - Following the move towards Germany having a small but modern military, Chancellor Gerhard Schröder and Rudolf Scharping, the Federal Minister of Defense, have announced a new plan for the military. This new military plan will emphasized quality over quantity. In the coming years, Germany will have the most advanced military equipment and the best training in Europe, if not the world. Exact details of the plan have yet to be released, but it is rumored that the plan contains provisions for weapons upgrades, new main battle tank and fighter designs, and the opening of a series of war colleges and academies to train the officer corps.

Bundestag Approves Opening of War Colleges and Academies
Jane's Defense Weekly - Following the German move towards a modern and well trained military, the Bundestag has approved the request of the Chief of Staff of the Bundeswehr to open a series of war colleges and academies across Germany. Existing facilities are to be expanded over the next year and new building complexes are to be built. Applications for entry into the expanded officer corps are already being accepted. The first academy class will graduate in just over two years time.

German Leopard 2 MBTs to be Upgraded to A7 Standard
Jane's Defense Weekly - In continuing with the new German emphasis on quality over quantity, the army has ordered that all Leopard 2 main battle tanks in the German military be upgraded to the new A7 model. Given the number of Leopard 2's fielded by the army, this is expected to take just short of twelve months. The bulk of the German main battle tank industry will be busy completing this task over that period. The greatest improvement yet on the Leopard 2 design, the A7 model features a 120 mm gun, which is upgradeable to a 130 mm main gun, advanced electronics systems, internal air conditioning, improved armor, and slightly better speed than previous models. Other improvements to the A7 include a battlefield 'identification, friend or foe' system, improved sensors and an upgrading of the current power pack with a direct injection unit enabling the engine to develop 2,038hp with improved fuel consumption. A new armor package utilizing next-generation Chobham armor will be fitted for more protection. Armor has especially been increased on the roof, to eliminate the potential threat of attack from missiles and guided weapons.

Development to Continue on New German Main Battle Tank
Jane's Defense Weekly - Given that the German upgrades to the Leopard 2's in service are viewed as little more than a stopgap measure, the Bundeswehr has ordered research to continue on the Kampfpanzer 2000, which has been in slow development for quite some time. Previous plans for the Kampfpanzer 2000 included a 140 mm main gun, but it is unknown what design changes may occur in the future.

Infantry Weapon Development Program Announced in Germany
Jane's Defense Weekly - Research and development has begun on a new series of infantry weapons for the German Army. Areas of research include rifles, sidearms, grenades, and shoulder launched weaponry. At the present time, research is classified and details are scarce.

Germany Starts Development on New Fighter
Jane's Defense Weekly - The Bundeswehr has announced that it has contracted for development of a new multi-role fighter for use in the air forces of all military services in the Federal Republic. Most details are classified at this time and have not yet been released. The German Ministry of Defense has hotly denied rumors that development has begun on a strategic bomber. Rumors also claim that development has started on destroyer, ground attack plane, nuclear submarine, and aircraft carrier programs.

German Army Orders Development of 155 mm Feldhaubitze
Jane's Defense Weekly - The army has order development of a new 155 mm towed ultralightweight field howitzer. The 155 mm Feldhaubitze will utilize a lightweight version of the 155 mm L52 gun of the PzH 2000 which was developed by Rheinmetall Industrie AG, of Ratingen. Due to the use and adapting of existing weapons components, the Feldhaubitze should be ready for full production within the year.
