Need help, building the current Middle East scenario.

I play in CIV2 for years, first time I encounter the game scenarios builds forum, I want to build on the current scenario in the Middle East situation.
It will:
Israel
Lebanon
Syria
Egypt
Turkey
Iran
Palestinians

About the artwork - already built most of the characters.
But I have difficulty to build the scenario itself, I have no idea how to assign a player a certain units, always I'm trying to build - all the players are with them in mixed units.
Can anyone help me?
