Rise of the Dictators update

I am starting work on the next version of Rise of the Dictators for multiplayer. This is really a bunch of fixes and minor improvements rather than a new scenario. One thing I want to add is a limited number of Railroad routes pre-placed. In the current version I am using the RR graphic as border posts which are essential for the game and need to be replaced. I have thought about using pollution but before I go to the effort of making the change I wanted to find out if there are any major drawbacks beyond blocking resource production on the polluted square. I assume the eliminate pollution tab means cities produce no additional pollution and there is no global warming or will pre-placing a load of pollution trigger global warming?

IIRC it can trigger global warming, but that can be hex-edited out by some of the guys here
