I don't know if/where this has been asked, but:

What are the conditions (other than the Fun tech) for a civ to prefer the fundamentalist government over others, esp Despotism?

I would like to set a particular civ w/ this gov w/o disallowing government switching, but it prefers to revert back to Despotism.
    Any ideas?

    Thx!

I know that most militarily strong or aggressive civs will go for this govt when in the late game.

The civs do seem to swap around govts a bit too much though...

One solution is to restrict govt changing, but to still allow revoltions via
the player researching the govt techs, this keeps the AI in their chosen
regime, but allows you to swith govt, but only when the tech is gained...

      thx for the feedback

With a MGE Roman history scenario I've been working on, I've attempted thus far to have civ-specific, non-trading technologies, e.g. Greeks alone begin with City-State (democracy). Is this what you had in mind?

The Celts I wish to begin with Tribal Governance (Fundamentalism), but ca. 5 turns into the game, they switch to Despotism (not tech-specific). Afaik, I have at least two options: either allow them to continue or disable gov switching. I'm especially against the latter, as Civil War (Anarchy) and subsequent Roman gov.s are integral to the scenario (though perhaps mandating a 'house rule' cheat is an option, though somewhat ugly imo).
So *ideally* I would create the conditions favourable for the AI to remain in fundamentalism as the best solution. I may have to make this a back-shelf issue for the time being ...
