Is it possible to create/use a batch file that will, at a specified point/game turn, change the city.bmp file to another? Without interrupting the game?

I think it should be possible - All you would have to do is reload the save...
Though, I guess that might be considered an interruption...! -

In this case, seems like the batch file is just as convenient/inconvenient as simply saving the game and the changing the name of the two files manually.
Six of one, half a dozen of the other.
All that's needed is to change one city flag for one civ.
