  • Naval Diplomacy?

    If a scenario has 1 civ that has no movable ground units, and every land square is a single tile surrounded by sea, is it necessary to cut off diplomacy to/with this civ with events?

    Or will this civ ever be able to conduct it?

    No spies/diplomats and no Marco Polo.

    Unless it has land units, it can never make contact, as far as I know...

      Allright, but what if the naval units sometimes, in very specific circumstances, appear on land (they move off the land on the first turn in which they can . . .)?

      Do they communicate with ground units if they happen to be on a land tile for one turn?
