Keenan's barbarian paper says that the appearance of a specified technology changes the pirate units that land and conduct ground attacks. Different slots are activated and used.
The trigger technologies are;
1. Iron working
2. Chivalry
3. Tactics
Each one turns the next pirates into whatever is in the specified slots.
I have a scen situation where the Iron working tech is NOT present at start. The pirates are in the archer slot, just as Keenan says, when they make their first appearances.
BUT the Chivalry and Tactics techs are ALREADY in game at the start.
IF, when an event gives out the Iron working tech . . .
What slots will then be used by the pirates?
(no, mobile warfare is not in the game.)
