Not that I'm aware of--but that doesn't mean it's not there.
In the original Civ II, none of the tribes had a list longer than 40 city names, so in ToT, we tried not to put in more than that. having less doesn't hurt anything, unless you expect to run out of names. With four maps to build on, that's a real possibility.
I regularly run out of city names even playing on a single map. In my current city.txt file, the Germans have a list of 120 city names, and I want to know if there was any total limit before going to the effort of expanding the name lists for the other civilizations.

But Dan, to get 256 cities you would have to conquer at least one AI city, and get the 256th city would be on the last turn before the game would end. This is all theoretical, though, since you could just play past that point in the game.
