2) And when there is an option to toggle on or off things for individual Civs, which civs apply to which flag???

Dracon, they go in same order as the leaders do. What kind of specific event are you trying to put in?

should have stated it this way. they follow the pattern as the color of the civs.

1= romans,russians,celts
2= babaloynians,zulus,japanese
3= germans,french,vikings
4= egyptians,aztecs.spanish
5= americans,chinese,persians
6= greeks,english,Carthaginians
7= indians,mongols,sioux

ie

0000000= no tribe can build
1000000= group 1 could build
and so on
