Two capitals!?!?!?!?!?!?

i was playing the Midgard scenario, and by accident i built another capital in an underworld city (My main capital is in Atlantis) and it said, "Merfolk capital moved to Empty Caverns" and when I went to Atlantis, I still had my place there, and I couldn't rebuild it and, i check, and it's still there in both cities!
I thought maybe that i could have 1 capital on each world and that may be right.
