new world order mod bug

I am playing the new world order mod for Civ 2 MGE, and sometmies a screen pops up with the following option

"check intelligence"

There is no cancle button just "ok". When you click ok the intelligence report pops up. If you close it, it goes back to the original pop up with "check intelligence" option and thus is a loop with no exit.
I was wondering if anybody knows how to fix this?

This may represent an error in the Game.txt file. If you post that file of the scenario, I can take a look.

I'm rusty on this. What does the intelligence report say? [Edit]is it a city list?[/Edit]
