I have played tons of scenarios in civ2, and I feel that they all lack a story line. Why isn't there a serious of scenarios which form a story? Almost all other strategy games have campaigns. TOT has a 3-dimensional space, which is perfect for such a campaign design.

One of the basic strengths of Civilization is that it allows the player to create the storyline. That said, I think you're right that more scenarios should have stronger storylines--as long as the story doesn't "railroad" the player into a dull game. Civ is all about the consequences of the player's decisions, and it can be tough to create a story that also allows for this freedom. Quite a challenge for scenario designers...

Try Spartacus by Alex the Magnificent and Shannara by Michael Jeszenka. You could also try Harlan Thompson's Lord of the Rings and maybe Captain Nemo's Red Front.:-)
