What is: Civilise2 and Leaders2?

It is a way to control which civs can know what technologies. Civilise2 organizes advances into eight different categories. Leaders2 is where you set a civ's level of understanding of the eight categories of advances.

It is the standard color order, the eigth is for the barbarians.
