How do you add a custom government to Civ2: Test Of Time

I was wondering how you might add a government to test of time. Like Confederacy.
I want to edit it so I can decide if you get the benifits of Fundamentialism and Republic or a mixture of all governments if anyone one knows how to add a government please post a message.

You can rename the governments any thing you like, but you can not change there functions.

Well, you can fiddle with the number of support-free units for governments, and you have control over the research limits on Fundamentalism.

Otherwise, William is absolutely right; you can't change anything about a government type except its name and the characteristics of the advance that allows it (which is how you create tribe-specific governments).

You also can change the Settler feeding stats for Primitive Govs and Advanced Govs.:-)
