A Bug or A Blessing?

First, I do have the patch.
I am living under the Republic and 12 of my 18 cities are in disorder. Trade advisor mournes: discoveries every 38 turns. Science advisor claims: discoveries every 6 turns!
The later is true. My cities revolt but still generate science! Heavy bug...

That's a leftover from the original Civ II. Cities in disorder are not supposed to generate the things they normally do, but in many cases, this was applied unevenly and changed during development as a result of play balancing. Production (shields) is pretty regularly curtailed, but research is not. Problem is, no one told the Trade Advisor.
