I have made a four-map modpack\scenario for Civ2:ToT and I need playtesters for it. If you are interested please send email and I'll send modpack files to you.
Modpack description:
EARTH MOD 0.8
There are 7 civilizations in Earth scenario: Russia, China, India, Zulus, America, Aztecs and Australia (important note: Aztecs don't start in Middle but South America). Due to good geographical location the easiest to play are Russia, China and America and hardest is Australia (but other way when I played as Australia nobody attacked me until late in the game).
The tech tree is almost the same as in official version (my goal was save so much as possible the old and good Civ 2 model and only make it fun to play in TOT 4-map environment) but there are many new future advances. Same is about units.
You play on Earth, Underworld, Space and Alpha Centauri map. Earth map is normal map where all civilizations start.
Underworld map is for deep sea and continental core. Only subs can enter to the deep sea and if you will get units called transformers you can build underground cities and tunnels. No air unit or normal ship can enter to the underworld map.
Space map is only for advanced air units and some ground units (it is actually all-land map). Transformers can build cities there.
Alpha Centauri is normal map like Earth. Only difference is that there is no underworld map attached with it - because of planet's specific geological structure.
There are many modifications compared to the original game. I will write more about them in further versions of the Readme.doc.
Of course this modpack isn't only for playing Earth-scenario. You can play it with random worlds also if you remember two rules:
1. Map 0 and 1 must be the same.
2. Map 2 must be all-land map.
