S. League's first ToT Design Tip

Many thanks to William Keenan who has authored the first ToT design tip for the Scenario League on linked maps. The tips' main page is at; sleague.apolyton.net/Guides/tips_main.shtml and William's guideline can be found currently in the "What's New" box or at the foot of the list.

The Scenario League is looking to flesh this section out, so ToT scenario designers are encouraged to share their knowledge.
