A thousand pardons for contradicting a Civ2 legend, but what about Dalek Tyranny, U.N.I.T. Extermination, the FOUR Bitterfrost scenarios, Kingdoms of Steel, Dictator I, II, and a third on its way? And all high-quality scens, not to mention you being one of the revolutionaries that has delved into ToT to make richer scenarios...
